 The KKx20 surpassed Freeza's expectations, so that's enough to warrant the reaction. In this case, Vegetto would be surpassing Boohan's expectations, which should be equivalent to whatever Gogeta would be. Boohan knew they were trying to fuse, though you prolly have a point with the blinding light argument. Thing is, if it were like that, I'd probably be surprised at Goku and Vegeta suddenly shooting torwards each other, rather than waiting for something more interesting to be shocked at. Order of the panels suggest Boohan doesn't find anything off until Vegetto begins to form. I think it's power-related. :P

Goku expects Vegito to be stronger than Gogeta but not by as much as he is, I think the MSSJ Gogeta is enough to feel Buuhan out as that is what Vegito was trying to do before he relishes how powerful he has become due to Potara.
